Starting November 2023, personal developer accounts created after this date must run a closed testing track with at least 20 testers opted-in continuously for a minimum of 14 days before submitting the app for production review. The testers must actively opt-in on their Android devices.
Google Play Console requires all new app submissions and updates to target a recent Android API level (usually Android 14 / API 34).
